There are three points in connection with the
draft Companies Order in Council which sean to me of
importance, and on which in view of approaching legis-
lation in Hongkong and in order to save time I have
the honour to address Your Excellency.
I have written an opinion on them and handed it
to Sir E. Fraser who is basing a communication of his
to Sir J. Jordan thereon. This opinion I think sets
out all I have to say and I have the honour to enclose
a copy thereof, the part relating to Article 17 of
the draft has I think only en academic interest for
you.
The matter of urgent importance is that people
who wish to carry on a company in China should not by
limiting their company by guarantee or making it un-
limited escape the requirements imposed by the Order
in Council on a China Company, for a China Company 1s
